More frequent inspections and tougher penalties will be needed to enforce the next EU Animal Welfare Action Plan, says a resolution adopted by the European Parliament last week.
The current 2006-10 plan has worked well, in particular the measures taken to reduce harmful antibiotics in animal feed, but there is still room for improvement, say MEPs.
A high level of animal welfare, from breeding to slaughter, can improve product safety and quality, to the benefit of all EU consumers, argues Parliament, and welfare requirements should be mainstreamed into all relevant EU policies.
The resolution, drafted by Marit Paulsen (Sweden) and approved by show of hands, reviews the European Commission's action plan for animal welfare for 2006-2010 and suggests improvements for the next plan.
First and foremost, Parliament emphasises the need to enforce properly the existing rules, such as the ban on battery cages for hens and the rules on the protection of pigs and the transport of geese and ducks.
Imports to comply with EU standards
EU budget funding is needed to enable the Commission to monitor implementation of the law. MEPs add that animal products imported into the EU, such as meat, must also comply with welfare requirements.
For the future, MEPs call on the EU executive to propose general animal welfare legislation "to achieve a common understanding of the concept of animal welfare, the associated costs and the fundamental conditions applicable".
In addition it proposes laying down a "common basic level of animal welfare" across the EU to ensure fair competition in the single market.
Progress on antibiotics
Parliament welcomes the decline in the use of growth-promoting antibiotics since an EU-wide ban was introduced in 2006 to protect human health.
However, MEPs ask the Commission to investigate the use of animal health products further and to study the growing resistance to antibiotics in animals.
European network for animal welfare
Parliament also backs the idea of a European network for animal welfare, as envisaged in a Commission paper of October 2009.
This could help provide assistance, including training to food chain actors, and facilitate the testing of new techniques.

Proctor and Gamble tests on animals, they don't want to stop, but they want the public to think they are animal-friendly.
Last night, I saw a very disturbing commercial for Dawn dishwashing liquid. The commercial claims that thousands of animals caught in oil spills have been saved by being washed in their dishwashing liquid. The video depicts a penguin, a duckling and an otter, all covered with oil, being bathed with their dishwashing liquid. In the "before" video, you can see how the duckling stumbles and struggles to walk. In tiny letters at the bottom of the screen, it says, "simulated demonstration." This was not footage of an actual rescue. They intentionally covered at least three animals with tempera paint and corn syrup to simulate oil, just so they could wash them on camera. If Dawn really is used to wash oil off of animals, why couldn't they use footage of an actual rescue? The company then has the audacity to put up a website at DawnSavesWildlife.com, extolling their role in wildilfe rescue.
Meanwhile, Proctor and Gamble, the parent corporation that owns Dawn, continues to test on animals and defends animal testing: "We must conduct research involving animals to ensure materials are safe and effective." Not to be branded monsters, they have joined with The Humane Society of the United States in a partnership "committed to the elimination of animal use for consumer product safety evaluation." I'm guessing that this guarantees that HSUS will not target P&G in any campaigns.
P&G, if you were really committed to the elimination of animal testing, you would stop it. Today. Now. Stop the lip service. Stop pretending.
What you can do: Boycott Proctor & Gamble products. Contact Proctor & Gamble at 513-983-1100 or via email at comments.im@pg.com (Update: It appears that P&G has now disabled this email address. If you have a good email address for P&G, please let me know), to tell them you are boycotting all of their products until they stop testing on animals. It's not always easy to tell which brands are owned by P&G and the list is always changing, so try to familiarize yourself with this list, from the official P&G website. Dozens of brands are part of the P&G corporation, including Dawn, Gillette, Cover Girl, Pampers, Tampax, Clairol, Febreeze, Tide, Mr. Clean, Crest and others. Iams and Eukanuba are also owned by P&G and sponsor the Iditarod, so there are at least two reasons to boycott these two brands.
Even better, boycott all companies that test on animals. Two apps available on iTunes make it easy to carry around a list of companies that don't test on animals. Cruelty-Free and BNB (short for "Be Nice to Bunnies") are both compatible with the iPhone or the iPod touch.
July 21, 2009 Update: I just spoke to Cory, a representative at P&G, and told him that I'm not swayed by the "Dawn Saves Wildlife" campaign, and if P&G really cared about animals, they would stop animal testing. Cory was very nice and said that he would pass along my comment. He also said that P&G is required by law to conduct animal testing. I told him that was not true. Federal law requires drugs to be tested on animals, but no law requires household products to be tested on animals. Cory said that the EPA requires new chemicals to be tested on animals. But that's not the same as requiring all household products to be tested on animals. A dishwashing liquid can be made using known, reliable ingredients, without creating new chemicals. There are lots of cruelty-free companies making the same types of cleaning products that P&G makes, without animal testing. Our very civil conversation ended with my accepting Cory's offer to send me a pamphlet about P&G's animal testing, but turning down his offer of coupons for P&G products.
Regardless of the certification from AHA, the animal rights position is that animals should not be used for entertainment or commercials, and should not be covered with paint or corn syrup.
Correction, July 22, 2009: The original post incorrectly stated that during the filming of the commercial live animals were covered with oil. However, according to American Humane Association, the animals were covered with a mixture of tempera paint and corn syrup designed to simulate oil. The original post also suggested that animals may have been injured or killed during the filming of the commercial. American Humane Association was on set to supervise the filming of the commercial and certified that "No animals were harmed" during the taping.

A Message from Pauls Place Concerning the Tepic Teens Torture of Callejero the Dog

This poor "bait dog" is fully alive through all this torture, as you will see if you watch the video in the link below - the poor thing actually got up a few times and tried to run away, but was caught by the tail and dragged back and flung upon the ground. At the end of the vid, the dog was still alive and left for dead --and I cant help but wonder, how long did he have to lie there suffering in the dirt all alone before death finally took him?
The punishment for these boys was 3 days suspension from school and a $300 fine. Currently, they are under police protection due to death threats, and there is talk of re-locating them to Canada.

Few weeks ago, through social networking Facebook started to circulate an outrageous, cruel and inhumane act that moved the conscience of the Mexican and foreign society. An act that solely a group of people without feature of humanity, mercy, sensibility and respect to the life they could do; 4 young people (MARCO ANTONIO BERNAL LEDON, HERBERT PREXADY FLORES HERNÁNDEZ, ÁNGEL MARÍN GONZÁLEZ RUIZ Y JOSÉ MANUEL SALMERÓN CAMPOS) tortured and killed a defenseless stray little dog on a wild, horrifying and merciless way.

Those young people were interviewed by the local radio station Radio Capital 980, where they admitted they tortured and killed the dog; on the description of the act by himself Marco Antonio relates as follow (he admitted the atrocities were done by himself and his accomplices): I went for friends to put the dog in a bag and bring him to the place where he was killed. The animal was attacked by 2 pit bulls, they bit his neck and when the dog tried to stand up, he was attacked by another young guy, the dog was taken by his back leg and beaten against the wall and tree as well. Finally, when the dog was moribund, young guy flogged him on his throat, which stopped his life. The video talks by itself, the way we did, the way we hurried the video, said Bernal Ledón. Young murder indicated he uploaded the video to his Facebook because he wanted to know the point of view from other people.
Ok, a point of view as follow:
Animal rights organizations from México are consternated by this kind of acts, filled with wickedness, injustice, savagery and human degradation; we have our hearts broken and soul filled with mixed emotions such as impotence, ire, hopeless and sadness. We perfectly understand this kind of act is not unique, but the big difference is that it was recorded and vaunted by its perpetrators through social networking of Facebook.
We do an act of thinking in order to understand what is happening socially in México? If the animal cruelty is catalogued as a mental disorder, there also exist researches in psychology and criminology by FBI where they indicate that an act of cruelty toward animals is a trigger of future family and social violence. Most mass murderers, serial killers and rapists are likely to have committed cruelty to animals in their past. Schools, parents, communities, and courts that dismiss cruelty to animals as a “minor” crime are ignoring a time bomb. Unfortunately, this kind of acts are being found in other states such as Puebla, Tamaulipas and Sinaloa.
So I wondered, if is enough for those young killers with big potential to become a rapist and serial killer as well, to be only ejected from their school, pay an insignificant fine and apply for individual and family therapy? Is this the price for the live of our beloved Callejerito? I don´t think so.
Everybody knows that Mexican society has been kidnapped and violated by drug dealers, this situation is worse because the society is being fed with peeve by our incompetent and corrupt authorities where a last name has more weight rather than the justice.
The big question is what we can do?
1. Do not close our eyes and hearts by this kind of barbaric acts fill with impunity, the indifference is the worst thing we can do.
2. Hand up to demand to our authorities for applying the regulation of animal law at federal level where they aggressively penalize animal cruelty.
3. Raise the voice to condemn this kind of violence no matter who is the victim.
4. As society we need to educate and sensitize our children where the live of any living being is so important like you life or my life.
5. Examine the family for other signs of violence
We invite you to light a candle to illuminate the way for Callejerito and beg he is resting in peace.

Estos jóvenes asesinos fueron entrevistadas en la estación local de Tepic Radio Capital 980, donde admitieron que torturaron y asesinaron al perro; en la descripción de los hechos que el mismo Marco Antonio relata a continuación (donde admite las atrocidades hechas por él y sus cómplices): Fui por unos amigos para meter al perro en un costal y llevarlo al domicilio donde fue asesinado. El animal fue atacado por dos perros pitbull, quienes lo mordieron en el cuello y cuando se trataba de incorporar, este era agredido por un muchacho, que lo tomaba de las piernas traseras y lo estrellaba contra el piso y árboles. Finalmente, cuando el perro se encontraba moribundo, el joven le dio palazos en la garganta los cuales dejaron el cuerpo sin vida. "El video habla por sí solo, la forma en que lo hicimos, la forma en que festinamos el video", dijo Bernal Ledón. El joven asesino señaló que subió el video a su Facebook porque quería conocer el punto de vista de otras personas.
Ok, a continuación un punto de vista:
Las sociedades protectoras de animales de México estamos consternadas ante este tipo de actos llenos de maldad, injusticia, salvajismo y degradación humana; tenemos el corazón y alma despedazados, sentimientos encontrados como impotencia, ira, desesperanza y tristeza. Entendemos perfectamente que este tipo de acto no es único, pero la gran diferencia es que este acto fue filmado y vanagloriado por sus perpetradores a través del uso de una red social como Facebook.
Hagamos un acto de reflexión y analicemos que nos está pasando como sociedad; si bien la crueldad hacia los animales es catalogada como un desorden mental, también existen investigaciones psicológicas y criminalistas realizadas por el FBI donde se demuestra que un acto de crueldad animal es un disparador para violencia intrafamiliar y hacia la sociedad a futuro. Un buen número de criminales, asesinos en serie y violadores tienen un gran historial de crueldad animal. Las escuelas, los padres de familia, las comunidades y la corte que consideran la crueldad hacia los animales como un crimen "menor" estan ignorando una bomba de tiempo. Desafortunadamente, este tipo de actos estan siendo encontrados en otros estados como Puebla, Tamaulipas y Sinaloa.
Entonces me pregunto ¿es suficiente que estos jóvenes asesinos con un gran potencial de convertirse en violadores y asesinos en serie sean solamente expulsados de su escuela, hagan el pago de una insignificante multa y reciban la aplicación de terapia individual y familiar? ¿Ese el precio de la vida de nuestro querido Callejerito? No lo creo.
Todo el mundo sabe que la sociedad mexicana ha sido raptada y violada por el crimen organizado, y que para empeorar nuestra situación, nuestra sociedad está siendo alimentada de resentimientos por nuestras autoridades incompetentes y corruptas donde un apellido tiene más peso que la misma justicia.
La gran pregunta es ¿Entonces qué hacer?
1. No cerremos nuestros ojos y corazones ante este tipo de actos barbáricos llenos de impunidad, la indiferencia es lo peor que podemos hacer.
2. Alcemos la mano y exijamos a nuestras autoridades la aplicación de un reglamento a una ley de protección animal a nivel federal donde se penalice severamente cualquier acto de crueldad animal.
3. Alcemos la voz para condenar todo tipo de violencia sin importar quien sea la víctima.
4. Como sociedad eduquemos y sensibilicemos a nuestros hijos donde la vida de cualquier ser vivo es tan importante como la tuya o la mía.
5. Examinar a las familias para otros signos de violencia.
Te invitamos a encender una vela para iluminar el camino de Callejerito y pedir que ya este descansando en paz.

Estos jóvenes asesinos fueron entrevistadas en la estación local de Tepic Radio Capital 980, donde admitieron que torturaron y asesinaron al perro; en la descripción de los hechos que el mismo Marco Antonio relata a continuación (donde admite las atrocidades hechas por él y sus cómplices): Fui por unos amigos para meter al perro en un costal y llevarlo al domicilio donde fue asesinado. El animal fue atacado por dos perros pitbull, quienes lo mordieron en el cuello y cuando se trataba de incorporar, este era agredido por un muchacho, que lo tomaba de las piernas traseras y lo estrellaba contra el piso y árboles. Finalmente, cuando el perro se encontraba moribundo, el joven le dio palazos en la garganta los cuales dejaron el cuerpo sin vida. "El video habla por sí solo, la forma en que lo hicimos, la forma en que festinamos el video", dijo Bernal Ledón. El joven asesino señaló que subió el video a su Facebook porque quería conocer el punto de vista de otras personas.
Ok, a continuación un punto de vista:
Las sociedades protectoras de animales de México estamos consternadas ante este tipo de actos llenos de maldad, injusticia, salvajismo y degradación humana; tenemos el corazón y alma despedazados, sentimientos encontrados como impotencia, ira, desesperanza y tristeza. Entendemos perfectamente que este tipo de acto no es único, pero la gran diferencia es que este acto fue filmado y vanagloriado por sus perpetradores a través del uso de una red social como Facebook.
Hagamos un acto de reflexión y analicemos que nos está pasando como sociedad; si bien la crueldad hacia los animales es catalogada como un desorden mental, también existen investigaciones psicológicas y criminalistas realizadas por el FBI donde se demuestra que un acto de crueldad animal es un disparador para violencia intrafamiliar y hacia la sociedad a futuro. Un buen número de criminales, asesinos en serie y violadores tienen un gran historial de crueldad animal. Las escuelas, los padres de familia, las comunidades y la corte que consideran la crueldad hacia los animales como un crimen "menor" estan ignorando una bomba de tiempo. Desafortunadamente, este tipo de actos estan siendo encontrados en otros estados como Puebla, Tamaulipas y Sinaloa.
Entonces me pregunto ¿es suficiente que estos jóvenes asesinos con un gran potencial de convertirse en violadores y asesinos en serie sean solamente expulsados de su escuela, hagan el pago de una insignificante multa y reciban la aplicación de terapia individual y familiar? ¿Ese el precio de la vida de nuestro querido Callejerito? No lo creo.
Todo el mundo sabe que la sociedad mexicana ha sido raptada y violada por el crimen organizado, y que para empeorar nuestra situación, nuestra sociedad está siendo alimentada de resentimientos por nuestras autoridades incompetentes y corruptas donde un apellido tiene más peso que la misma justicia.
La gran pregunta es ¿Entonces qué hacer?
1. No cerremos nuestros ojos y corazones ante este tipo de actos barbáricos llenos de impunidad, la indiferencia es lo peor que podemos hacer.
2. Alcemos la mano y exijamos a nuestras autoridades la aplicación de un reglamento a una ley de protección animal a nivel federal donde se penalice severamente cualquier acto de crueldad animal.
3. Alcemos la voz para condenar todo tipo de violencia sin importar quien sea la víctima.
4. Como sociedad eduquemos y sensibilicemos a nuestros hijos donde la vida de cualquier ser vivo es tan importante como la tuya o la mía.
5. Examinar a las familias para otros signos de violencia.

A major pharmaceutical company has announced an "urgent recall" of all
serial numbers of its West Nile virus vaccine for horses, the American
Veterinary Medical Association [AVMA] announced on its website on Tuesday
[4 May 2010].
The recall, which was voluntary, was instigated by the drug company,
Intervet Schering-Plough, on Monday [3 May 2010], "due to an increased
number of adverse event reports associated with the use of these vaccines,"
the AVMA said.
The pharmaceutical giant has recalled all 1-dose and 5-dose vials of the
PreveNile West Nile virus vaccine for horses. "Schering Plough reported an
increased number of adverse reactions to the vaccine," said Dr Kimberly
May, assistant director of professional and public affairs at the AVMA,
"but unfortunately there were no statements as to severity, or what the
number of horses affected was."
"The word 'urgent' was in the actual letter Schering Plough had sent," Dr
May said, adding, "'Urgent' in the recall world means, 'Check your stock
right now.'"
As of late Tuesday morning [4 May 2010], Intervet Schering-Plough had not
posted a recall notice on its website, or returned a phone message from
ZooToo.com. Dr May noted that it is not unusual for companies not to post
recall information on their websites. But she said the company "has
contacted all the veterinarians affected by this, as well as the distributors."
Intervet informed the USDA and the American Association of Equine
Practitioners on Monday [3 May 2010] of its recall decision.

colic, fever, or a host of other negative issues. The letter by Intervet

issued on 28 Apr 2010. ProMED-mail would welcome further clarification of
the number and nature of adverse events.
