Cobb County Animal Advocates (CCAA) is a citizen activist organization of hundreds of Cobb County voters who are highly-motivated animal advocates. Our primary mission is to engage leaders within Cobb County government and Cobb County Animal Control to transform our community into a No-Kill Cobb, and to effect specific improvements in the county's policies and operations regarding the welfare of the animals in its care. We have an Action Plan that outlines a proven, budget-neutral approach to animal control that has been successfully implemented in communities around the nation, and which enables well over 90% of the animals to be successfully adopted.

On Wednesday, June 16, 2010, Cobb County Animal Advocates sent a Candidate Questionnaire to all of the candidates running for positions on the Cobb County Board of Commissioners - including both candidates for Chairman of the Cobb County Board of Commissioners. We asked them to complete and return the Candidate Questionnaire by 6pm on Wednesday, June 23, 2010. Â We followed up with a reminder notice on Monday, June 21, 2010.

Most of the candidates chose to participate, and CCAA sincerely thanks those that did. In alphabetical order by first name,Cobb County Animal Advocates received responses from JoAnn Birrell, Larry Savage, Leonard Church, Stephen Moon, and Tim Lee. We did not receive responses from Earl Stine or Helen Goreham, but hope they'll choose to respond soon. Â If they do respond, we'll post their responses on our website.

In 2008, Albany Med killed 12 dogs, 13 rabbits, 8 non-human primates, 38 pigs, 2 goats, 116 chinchillas and 18,000+ rats and mice (according to AMC spokesperson's estimates that animals other than mice and rats only make up 1% of their testing). Anthrax killed hippos - experts

Tests done at the Central Veterinary Laboratory in Entebbe have
confirmed that anthrax killed the 30 hippos in Queen Elizabeth National Park.

Dr. Nicholas Kauta, a commissioner in the agriculture ministry, on
Friday [18 Jun 2010] said the disease affects all warm blooded
animals except birds. He said animals that feast on carcasses of
infected hippos can catch the disease. The agriculture state
minister, Col. Bright Rwamirama, with a team of doctors from the
ministry, on Friday found a dead hippo in the middle of Lake George.

The minister called for quick intervention, saying this was the 3rd
time hippos were dying of anthrax in the national park. Since the
national park lost about 300 hippos about 6 years ago, the population
of hippos had multiplied to 5500.

Rwamirama observed that if necessary, the hippos should be moved
elsewhere to enable spraying of the affected areas. He observed that
the excavators used to bury the animals are expensive and that the
method used was risky.

The minister explained that an excavator is hired at sh. 1m [451 USD]
to bury one hippo. Rwamirama advised cattle-keepers in the
neighbouring areas not to graze their animals in the park to avoid
catching the disease.

Thirty hippos die in outbreak of Anthrax

At least 30 hippos have died from anthrax in Queen Elizabeth National
Park, a wildlife reserve in western Uganda, but local authorities say
they have managed to contain the outbreak.

According to Lillian Nsubuga, communications officer of the Uganda
Wildlife Authority, which oversees all activities in nature reserves,
all the hippos dead were buried in the park after being examined by
veterinary and medical public health sector.

The virulent outbreak of anthrax has killed between 10 and 15 elephants.

"This is the 2nd outbreak of anthrax that is recorded in Queen
Elizabeth National Park, where a similar outbreak in 2004 left a
balance of 300 hippos dead. This time we have not had many problems
because we knew that the disease was, in contrast to the outbreak 6
years ago, when we had no idea of what we faced," Nsubuga said.

The operators of the Ugandan tourism industry have expressed fears
that the outbreak of anthrax could negatively affect their business
to keep out visitors from home because the bacteria that causes it
can also infect humans. Nsubuga made clear, however, that the remains
of all dead animals from anthrax has already been buried and that the
tourism industry has nothing to fear.

This is high season for tourists who come to Uganda from Europe, USA
and other world regions. "This is high season for all our
destinations and, so far, we have not had any negative effects," said
Nsubuga, who stressed that the National Park Queen Elizabeth,
Murchison Falls and the Bwindi Impenetrable (famous for its mountain
gorillas) and Kibale Forest "have already received many visitors."

Queen Elizabeth National Park is famous for its variety of wildlife
and the easy access of tourists to its natural habitat.

The reserve, called by that name in honor of Queen Elizabeth II of
England, was one of the awards to Prince Charles in November 2007,
when he accompanied his mother to the Summit of Heads of State and
Government of the Commonwealth meeting in Kampala.

TIGERS, UNDIAGNOSED MORTALITY - RUSSIA: SIBERIA, REQUEST FOR INFORMATION

A mystery disease is driving the Siberian tiger to the edge of
extinction and has led to the last animal tagged by conservationists
being shot dead in the far east of Russia because of the danger it
posed to people.

The 10-year-old tigress, known to researchers as Galya, is the 4th
animal that has had a radio collar attached to it for tracking to die
in the past 10 months. All had been in contact with a male tiger
suspected of carrying an unidentified disease that impaired the
ability to hunt. "We may be witnessing an epidemic in the Amur tiger
population," said Dr Dale Miquelle, the Wildlife Conservation
Society's (WCS) Russia director.

Galya had recently abandoned a 3-week-old litter of cubs and come
into the town of Terney looking for an easy meal. Following a series
of all-night vigils by researchers, attempts to scare the tigress
away failed. She was reported to the Primorsky State Wildlife
Department as an official "conflict tiger," and a state wildlife
inspector was called in to destroy her earlier this month [June 2010].

"This tiger had lost its fear of humans; typically, Amur tigers will
never expose themselves for observation. It was like seeing someone
you know turn into a vampire," Miquelle said.

Scientists are attempting to understand what compromised the
tigress's ability to capture wild prey, which she had lived upon
almost exclusively since birth. Her cubs, which were subsequently
found dead at the den, are likely to have had their mother's disease
transmitted to them through the placenta. "Initial necropsy results
show an empty digestive tract, which is highly unusual. We're still
waiting for results of further tests, but the abnormal behaviour
suggests disease, possibly neurological," said Miquelle. "We are
extremely concerned about the possibility of an epidemic that could
be sweeping through this region. Animals we have studied extensively,
and known well, have demonstrated radically changed behaviour, which
is extremely disconcerting."

Weighing only 91 kg at death -- down from an estimated 140 kg at full
health -- the tigress's death represents the end of an 11-year
lineage of related "study" tigers and leaves the WCS's Siberian Tiger
Project with no radio-collared animals for the 1st time in 18 years.
WCS Russia has tracked more than 60 tigers since inception in 1992.

In March this year [2010], Miquelle raised the prospect of disease as
a potential threat to an already endangered Siberian tiger
population. WCS Russia reported in October 2009 that there had been a
40 percent decline in numbers since the last full survey in 2005,
from 428 to as little as 252 adult tigers. The tiger's range has been
reduced to a small pocket in the corner of the country within the
region of Primorsky Krai.

Speaking at a conference in Vladivostok, Miquelle said that anything
above a 15 percent mortality rate in adult females could kill off all
Amur tigers. With around 150 adult females in the population, any
more than 22 deaths of adult females per year may wipe out the
species. Poaching accounts for about 75 percent of all Amur tiger
deaths, with 12 to 16 adult females killed annually. "We're in a new
era where disease could seriously affect the Amur tiger."

The Russian draft federal tiger conservation strategy has recently
been amended to take account of disease, including a section on
vaccination against canine distemper, a viral disease which is common
in the Russian far east in domestic dogs and cats.

"The addition of disease-related deaths to existing sources of
mortality could push this population over a tipping point," said Miquelle.

The federal strategy, which is being designed by a number of
scientific groups including WCS Russia, is being prepared for the 1st
global Tiger Summit due to take place in St Petersburg this September
2010. Along with World Bank president Robert Zoellick, Vladimir Putin
is due to preside over the conference.

WCS Russia hopes to recommence the capture of study tigers in
September 2010. "We aim to change the focus of why we study tigers,
with a new emphasis on disease," said Miquelle. "The only consolation
in this grisly process is that, for once, a serious threat is not
originating from human actions, although even that, for now, is open
to debate."

[The speculation of an infectious disease being behind the described
cases is in need of laboratory investigative efforts, including CNS
histology. Before doing so, rabies should be excluded, although
regarded as a remote possibility. Some of the candidate etiologies
are avian influenza, babesiosis, _Bartonella henselae_ infection,
Borna disease, cryptococcosis, feline infectious peritonitis (FIP --
dry form), FSE (feline spongiform encephalopathy) and toxoplasmosis.
Environmental and toxic factors are to be taken into consideration as well.

ASPCA, Animal Law Coalition Opposing Oreos Law?

There are so many forces at work with trying to get Oreo’s Law passed. The ASPCA and the Mayor’s Alliance, both charged with saving animals and given millions of dollars to do so, are pouring money and resources into defeating the bill, ensuring that they continue to control which animals live and die in New York City and throughout the state.

It’s a classic David versus Goliath proposition, and Goliath is winning. They’ve convinced the chairman of the Agriculture Committee (Robert Magee) to table the bill because the “language isn’t clear.” What part of “if a qualified rescue requests an animal that would otherwise be euthanized the request must be fulfilled” don’t they understand?

Emails and calls are pouring into Magee’s office and the other members of both the Senate and Assembly Agriculture committees are getting them as well. Animal lovers and voters are making it clear that they will hold these people responsible for the innocent lives that will be lost should this bill die in committee.

I have been watching the email servers at the Senate and the Assembly, and they are bogged down with emails to the point where we have to send over and over again to get them through. This is fantastic! Keep it up, my friends. In a election year that has a tremendous anti-incumbent sentiment we need to let them know that we’re watching, we vote, and we will blame them for the lives that would be lost should this bill be passed.

Ed Sayres of the ASPCA, Jane Hoffman of the Mayor’s Alliance, and groups like the Animal Law “Coalition” have poured money and lobbyist time into killing this bill. Let’s show them that in the end the PEOPLE of New York decide the POLICIES of New York, not some power hungry elitists with our money spilling out of their pockets.
I, Matt DeAngelis, promise that should Mr. Magee table this bill I will personally pour my own personal time, energy and money into ensuring he is defeated this November, WHEN HE IS UP FOR RE-ELECTION.
